We have chose the Tactical Soft Shell Tactical Jacket as it is designed to be worn as a Level 2 outer layer.  While not as thick as our therma-lined jackets the tactical shell is the ultimate wind stopper.  Wind is one of the primary sources of heat loss, and this light-weight jacket is similar to the ones worn by special operators around the world.
